Validity is established through multiple lines of evidence. First, I define the construct clearly - what exactly are we measuring? Then I ensure every assessment item maps to specific learning outcomes and criteria through a blueprint. I also check that the assessment method is appropriate for the type of construct - assessing practical skills requires practical methods, not written exams. Finally, I would involve SMEs to review content accuracy and conduct accessibility and bias reviews to remove irrelevant barriers. Validity is not a one-time check; it is built through the entire assessment design process.

Intent: Tests understanding of two core assessment principles.
Reliability refers to the consistency of assessment outcomes - if a learner took the same assessment on a different day or had a different marker, would they get the same result? Validity refers to whether the assessment measures what it claims to measure. The key point is that reliability is necessary but not sufficient for validity. You can have a perfectly reliable assessment that consistently measures the wrong thing - like using a written test to assess driving ability. The test might give consistent scores, but it is not a valid measure of driving skill. Good assessment design requires both: measuring the right things consistently.
Validity is about being correct and reliability is about being repeatable.
Intent: Tests practical knowledge of blueprint design.
The first step is extracting all learning outcomes and assessment criteria from the specification. Then I create a matrix with criteria as rows and dimensions like assessment objectives, cognitive demand, and method as columns. I decide the total marks and time, then allocate marks proportionally based on the importance and guided learning hours of each unit. Each criterion gets at least one assessment item. I then check coverage - have I missed any criteria? I check weighting - does the mark allocation reflect the relative importance? I check cognitive demand - is there a balance from recall to evaluation? I check methods - are practical skills assessed practically? The blueprint is then validated against the specification before any items are written.

Intent: Tests knowledge of MCQ design principles.
A good MCQ has several characteristics. The stem should present a clear, focused problem - a learner should be able to answer without seeing the options. The key must be unambiguously correct. Distractors should be plausible but incorrect, and each distractor should be diagnostic - a learner who selects it likely has a specific misconception. Options should be similar in length and grammatical structure to avoid giving clues. I avoid "all of the above" and "none of the above" where possible, as they can inflate or deflate scores. I also ensure the question tests more than recall where the specification demands higher-order thinking. After writing, I would have the question reviewed by a peer and an SME before it goes into a live assessment.

Intent: Tests understanding of quality assurance in assessment.
QA is a staged, multi-reviewer process. Stage 1 is the developer self-review against a checklist. Stage 2 is peer review - another assessment developer checks alignment, clarity, and mark scheme accuracy. Stage 3 is SME review for content accuracy and level appropriateness. Stage 4 is technical review - checking every item maps to the specification, command verbs are correct, and marks are appropriate. Stage 5 is accessibility and bias review. Stage 6 may involve a regulatory compliance check. Each stage produces documented feedback, and changes are tracked with version control. Nothing proceeds to the next stage until all feedback from the previous stage is resolved. The final sign-off requires evidence that all checks have been completed.

Ofqual is the Office of Qualifications and Examinations Regulation, the independent regulator for qualifications, examinations, and assessments in England. Under the Apprenticeships, Skills, Children and Learning Act 2009, Ofqual has statutory objectives to ensure qualifications are valid, reliable, comparable, and fair. They set Conditions of Recognition that awarding organisations must meet. These conditions cover assessment design, delivery, marking, standardisation, and quality assurance. As an assessment developer, I need to understand the conditions that apply to my work, particularly around validity, reliability, and the requirement for assessments to effectively differentiate between levels of attainment.

Defining a construct starts with the specification but goes deeper. I ask: what exactly does competent performance look like? For each construct, I identify the intended knowledge (what learners must know), intended skill (what learners must be able to do), and intended behaviour (how learners must conduct themselves). I then map each to the qualification level using level descriptors to ensure the demand is appropriate. I identify what evidence would demonstrate the construct, what irrelevant barriers might prevent learners from showing their ability, and what validity risks exist. The construct map then guides method selection - ensuring the assessment method genuinely tests the construct, not something else.

Intent: Tests project and stakeholder management skills.
Managing SMEs requires clarity and structure. First, I prepare a detailed SME brief that specifies: the qualification context, exactly what work is needed (with examples), the acceptance criteria, confidentiality requirements, and deadlines. I provide templates and worked examples so SMEs know what good looks like. I brief them in person or via video call to answer questions. I set up staged reviews rather than waiting for final submission. When I receive SME feedback, I triage it: content accuracy issues are accepted; suggestions about assessment design are considered but may not be adopted if they conflict with assessment principles. I always feed back to SMEs what was accepted and why, to maintain the relationship and improve future contributions.

Intent: Tests understanding of document control and audit requirements.
Version control in assessment serves multiple purposes. First, it provides an audit trail for regulators - every change must be traceable to a reason and an authorisation. Second, it prevents errors - without version control, outdated materials could be used in live assessment. Third, it supports comparability - when we change an assessment, we need to understand what changed and why, to ensure standards are maintained. Fourth, it enables review and improvement - patterns in version changes can reveal quality issues. Every change should have: a version number, date, author, reason for change, authorisation, and a record of what changed. Approved versions must be locked and any edits must create a new version, not overwrite the approved one.
I save files with version numbers in the filename so I know which is the latest.

Assessment development sits at the intersection of subject expertise, educational principles, and quality assurance.
